Challenge #3:
Protecting the Community-Native American Issues:

Seneca-Cayuga Casino: The Town of Aurelius was at a loss on how to cease operation of construction firms at the un-permitted building site for a casino in their Township. We conferred with the attorneys representing the Town of Aurelius and executed civil documents posting the “Stop Work Order.” This civil action ceased the construction forcing those parties in violation to respond in Federal Court.

Cayuga Nation Electronic Bingo Hall: The Village of Union Springs suffered a similar problem with the un-permitted renovations at the structure earmarked to become a gaming facility near the Union Springs Central School. The Sheriff’s Office worked on solutions with the elected officials and their attorneys. We served civil summonses on those involved and delayed construction so that all involved could be heard in Court.

Cayuga Electronic Bingo Hall Shut Down: Once the Federal Court allowed the gaming facility to operate, the Village of Union Springs was powerless in exercising any jurisdictional controls at the gaming facility. When the “Window of Opportunity” for the Cayuga Nation to operate the gaming facility closed, the Village officials again looked to us for help. I was in conference with the attorneys for both parties and created a plan for a peaceful closure of the facility and allowed the removal of the gambling equipment at the Cayuga Nation’s expense. This is yet another example of patience yielding a peaceful outcome.

Land in Trust: Authority versus Responsibility. I have maintained from the start of dealing with land issues that until a higher authority hands down a decision otherwise, the Sheriff’s Office has jurisdiction and will execute the law on all properties within the County of Cayuga. It remains my responsibility as your Sheriff, to protect the public, all of the public, within Cayuga County on all properties.
