Felony Assault Arrest
For Immediate Release

Sheriff Rob Outhouse announces that the Cayuga County Sheriff’s Office has made an arrest in connection with an assault reported at Ted’s Way (Pleasant Valley Trailer Park) adjacent to  Dresserville Rd. in the Town of Moravia. On Wednesday night at approximately 8:38 PM the Cayuga County 911 center received a call from a teen-age witness who reported that a man had been struck by a vehicle. Cayuga County Sheriff’s Deputies responded and upon arrival notified the Criminal Investigations Unit of the Sheriff’s Office.

Detectives responded to the scene joining Deputies in the investigation. They determined the following: That Richard F. Wood age 34 of #6 Ted’s Way Moravia, N.Y. and Joseph E. Quarella age 29 of 28 Charles St. Cortland, N.Y. had engaged each other in a verbal confrontation. Wood walked away from the confrontation at which time Quarella, operating a 1988 Dodge pick-up truck, threw a 3-year-old child from his vehicle and then drove the vehicle in Wood’s direction. Quarella caught up to Wood and intentionally swerved off of the roadway striking Wood with the vehicle and subsequently running over him. Quarella then fled the scene in his vehicle. Quarella had resided in Pleasant Valley Trailer Park up until Wednesday afternoon when he moved to Cortland.

Wood was transported to Cortland Memorial Hospital by Four Town Ambulance and was treated for a broken leg and released. The 3-year-old child was not injured. Attempts to locate Quarella continued through the night and into the morning however were unsuccessful. Quarella surrendered himself at the Cortland County Sheriff’s Office at approximately 8:30 AM Thursday morning. Quarella was transported to the Cayuga County Sheriff’s Office where an interview was conducted. Following the interview and a consultation with the Cayuga County District Attorney Quarella was arrested and charged with the following:

Quarella was arraigned at 2:30 PM Thursday in the Village of Moravia Court by the Hon. June Shepardson and remanded to the Cayuga County Jail in lieu of $15,000 cash or $30,000 bond.
