ATTEMPTED ESCAPE FEDERAL INMATE
Sheriff Rob Outhouse reports that at approximately 6:45 AM Monday 07-04-05 a Federal Inmate attempted to escape custody by scaling a fence from a recreation yard area. The 26 year old boarded inmate: Inthanousane S. Borihane *AKA* “Yo Ming” climbed to the roof of the facility where he was apprehended within minutes by Custody Division Staff.
Borihane was initially escorted to the enclosed yard area with other inmates for outdoor recreation at approximately 6:10 AM. The Custody Deputy that was responsible for moving the inmates into the recreation yard inadvertently placed Borihane in a segregated area that was not fully enclosed. Borihane was in segregation due to disciplinary problems.The area the inmate was placed in is intended as an observation area utilized solely by Custody Staff.
The Sheriff and Custody Administrative Staff have reviewed the incident and have taken precautionary measures to secure this area from any further inmate access or escape attempts. Borihane has been moved to the Restricted Housing Unit, a maximum security unit within the Cayuga County Jail Facility.
Borihane will be charged by the Cayuga County Sheriff’s Office with the Felony of Attempted Escape and will be arraigned in the Town of Sennett Justice Court.
Federal attempted escape charges will also be filed by the U.S. Marshalls Service based in Syracuse.
Borihane is being held for a Federal Bank Robbery conviction and is awaiting sentencing to a Federal Facility.
